Summoning up my courage, I called the number myself and found myself speaking to a man with an Asian accent who claimed to be from HMRC. Immediately, I firmly told him that I knew he wasn't really from HMRC. In response, he abruptly hung up on me and somehow blocked my ability to make outbound calls from my phone.
