Absolutely, I had a similar encounter with the Mitchell Council Virtue. I made her say her name three times as I struggled to catch it clearly, and then I mentioned that I’d be reaching out to the police since these calls are incessant. Her response was a nonchalant ‘ok’, which leads me to believe she’s used to this sort of thing and that the authorities seem to be ineffectual. Nevertheless, I'm still going to file a report.

I’ve been plagued by around 15 different numbers that ring me, only to either hang up or have this particular British lady - whose grasp of the English language is absolutely baffling - chime in with, "I’ve been informed you were involved in an accident that wasn’t your doing." Thankfully, I seem to be getting it together as I’ve managed to block nearly all of them. It’s gone from a nuisance of two or three calls a day down to just the odd one now. And if you decide to return their call (just for a laugh), you’ll find the number is immediately disconnected. It’s as if they’ve taken measures to ensure they don’t receive any backlash.
