Honestly, I don't think this is a scam. Clarion Housing uses this number for surveys, and sometimes their local housing managers phone from it too. I've received a few calls from this same number, and it's always been one of those two reasons. Just recently, I got a call back after I reached out to them through their website.

These kinds of numbers usually only work for a short time and are mainly used by scammers. If you try to ring back, chances are the line won’t even be active. So just be wary!

FYI, this number is a VOIP one, meaning it’s made online and can be used from pretty much anywhere. Most of the time, scam call centres use numbers like this. Looks like they might be faking it by saying they’re from TLS research to trick you into giving out your personal info. Just so you know, TLS research have a real phone number that’s not VOIP: 01484 517575. Be careful!
