Clearly, it's some kind of con that's popped up from Dominica in the Caribbean. There are occasions when they do pick up the phone, but just as often, they leave you in silence. Their tactic is to entice you into calling them back, which could end up costing you a pretty penny—around £2 a minute, or possibly even more. Best to steer clear of this one altogether.
