They keep ringing from expensive numbers, you block one and then they pop up on a different one. When you pick up and tell them to stop, they get rude. Trying to opt out only seems to make them ring you even more. If you answer, more scam calls come through cos they know your number is active. Basically, they want you to call their premium numbers so they can make money, plain and simple. Best to report them to the ICO.

Seems like the ICO has removed it from their site but theres still loads of robocalls and live calls about replacing boilers and window scrappage schemes, especially up in Scotland.
