Upon further investigation, I discovered that this number has a peculiar prefix, suggesting it might incur extra charges. I’ll need to scrutinise my phone bill to be sure. Clearly, it’s a scam.

Avoid returning the call. It appears to be linked to a PPI scam; they've got a distinctive prefix that indicates unusually high charges could be incurred if you ring them back (£1.20 a minute, if I remember correctly). Just steer clear and don't engage.
