I got that exact text too, it’s definitely not from EE. Looks like it’s a scam going around.

Just got a text saying, "EE: Your payment couldn't go through. To stop your account from getting locked, update your billing info here https://ee-restricted-access.web.app." Looks super dodgy to me.
