From what I found on Google, this "National Refund Department" sounds dodgy. Probably one of those PPI or life insurance scams, so be careful!

Got a call from a so-called claims dept saying I owed PPI compensation or something, but then they started going on about how the bank would deduct charges if I didn’t have life insurance. They were spouting some FCA and government nonsense. I told them to just post me a cheque and they quickly hung up.
