However, right as the message started recording, they abruptly cut the call. Based on past experiences with similar situations, it’s safe to say this feels like an unsolicited call and likely part of a scam attempt.

I got a call from someone with the identical accent as before, claiming they could help cut down our heating costs. When I told her to send something in writing - didn’t want to give my address over the phone - she initially said they didn’t provide written confirmation. I said I’m not making agreements over the phone and insisted on it in writing, then she just ended the call.
