I chose to label it as dangerous instead of harassment because I once got a call from a similar number that actually tried to help with a BT broadband issue (didn't save the details then). I nearly got fooled for a bit, thinking someone was genuinely offering support, but as soon as they started asking for serial numbers of my gadgets, I clocked the trick.
