Pretty sure it’s about snagging telecom contracts like the one mentioned before. If the caller was genuine, they’d be aware the number’s unlisted and on the TPS, so ringing it is actually illegal.

I got a call from this number about my phone service contract. The guy on the line didn’t seem to know who my provider was, so I asked if he was familiar with the TPS. Turns out, he’d never heard of it. I explained that whoever gave him the list of numbers he’s cold calling clearly hasn’t done their homework, since all numbers on the TPS should be excluded, whether they're businesses or personal. He didn’t seem to know about that at all, so I told him to let whoever's paying him know to fix it before he ends up in hot water.
