It’s a genuine call from the N.H.S. PAH Harlow Hospital for last minute appointment bookings. If you ring them back, you probably won’t get through. But you can search the number online to see who called and then contact the hospital reception directly. My GP always has their number hidden which is pointless because you can’t tell if it’s a telemarketer or something important.
