I've experienced something quite similar. I found a message waiting for me on my voicemail. I got two calls from 0203 0954710 on 14th August, once around 1:12pm and again about 2:24pm. Both times, there was a recorded voice saying something along the lines of, "This is an official call from HMRC letting you know they're taking legal action against you. Press 1 to speak to your case manager." I reported it to the email address listed on the site, which was simple enough, but trying to report it through Action Fraud was a bit of a nightmare and way too clunky. The HMRC email route was much smoother to handle.
