The person on the phone actually confirmed that. So, they’re not exactly BT employees, nor are they connected to Openreach directly. Working in telecoms myself, I’ve had quite a bit of experience dealing with various BT Local Business offices, both in Norwich and other locations, on behalf of clients. I’d say they come across as a bit too polished, to say the least.
