I never told them my name, but somehow they knew my surname. Aren't cold calls supposed to be banned these days?

Got a call from a woman who knew my name, claiming she was from an adjustable beds firm offering £15 off. Told her I’m on the TPS list and shouldn’t be receiving calls like that, then I just ended the call. I thought these cold calls were illegal nowadays, but seems like some folk still don’t care about the rules.
