They must be using some sort of auto dialler that rings several numbers simultaneously. Whoever answers first gets through, but the others just get cut off with that click. It's really annoying, especially when you think about emergency calls - this kind of tech really ought to be banned unless they actually speak to the person on the other end. That way we could gather details to report them for ignoring the UK's no-call list. Later, I rang the number back when the line was free and it turned out to be an automated message from the City about testing their notification system.
