Got two calls from this number in just half an hour. The person just ended the call immediately, so it seems like a scam. Probably trying to get you to ring them back. I'd say just don’t bother answering.

I honestly don’t see why anyone would bother ringing back if there’s no proper message left. If they can’t be bothered to say what they want, why should I make the effort to call them again? It just doesn’t make sense to me at all.
