Just received a rather unexpected phone call from a number linked to 3 Network. Quite off-putting, if I'm honest!

Picked up this call today (2:28pm, 19th March 2015) and an automated message played saying something like "Hello, we've been attempting to reach you regarding some recent government laws that might erase 70% of your debts, yes really, seventy percent." After repeating itself up to the word government, the line just hung up on me.
