Totally a scam. Best thing to do is not respond to any of their questions, just end the call and block the number. I used the built-in Samsung blocker and will make sure to add it to my BT Protect’s blacklist on my home phone. Although they might lose out if they have to get through the "state your name" prompt first. I don’t believe you get billed for incoming calls, but if you do, make sure you complain loudly!

The organisation goes by Shared Costs GB, and it’s a recorded voice. I think you get charged when you pick up the phone. Looks like it’s a new scam, especially with loads of people reporting it the same day (2/11/17). Best to just ignore it.
