At first, he spoke over me, hardly allowing me to get a word in edgewise. Eventually, he rambled on about how they were 'in the area' and had some sort of endorsement from the police federation, or the like. That was all it took for me to comprehend the situation, so I promptly terminated the call mid-sentence before he could say any more.
