It seems to us that this might be a power dialler system at play, as these folks appear to be running marketing calls for which they earn a commission. What happens is when you pick up the phone and respond, they simply hang up. This clever trick means they still pocket their fee for that call, without ever having to deal with someone who might tell them they're not interested in their services. Quite the scheme, isn’t it?

I keep getting daily calls for my partner regarding his card and various offers to increase the limit. We've told them repeatedly to stop calling, but it seems to have no effect whatsoever. However, the sound was so muffled that it was barely audible. The only snippet we could decipher was something along the lines of "We apologise for any inconvenience." Well, I must say, this has been rather inconvenient and rather irritating. It seems only right that I report them to the appropriate authorities.

I'm pretty certain it's from American Express. That 0845 number mentioned above has called me several times, alongside a withheld number that just rang me about ten minutes ago. No doubt in my mind it's Amex. The coincidence is quite striking. I would suggest everyone considers contacting the Telephone Preference Service, as suggested by another user previously.
