I reckon this number is just another spammer.

i wouldnt pick up that number if i were you i got hit with a £4.58 charge and another 59p just for answering! it's mad how they pull this off. you’d think the phone providers would step in and do something about it. there should be a clear alert before you pick up, saying you’ll get charged if you accept, like they do with reverse lookups or something.
