This sounds like a scam to me, especially since it claims to be from gov.uk and talks about a "yearly living allowance" which doesn't actually exist. The message also pushes you to act quickly, classic scam behaviour. There's a link included but I definitely won't be clicking it. I'm planning to report this straight to gov.uk next.
