I got a rather dodgy text today, 1st July 2020, from the number +44 7852 632428. It read: "PayPal: You are required to accept our updated terms and conditions. To prevent any disruptions, please go to: https://terms-idNNN.com." Seems to me like a classic PHISHING attempt!
