Oh yeah, this number is definitely a scam. They pretended to be GOVUK and messaged me about 8 hours ago saying I could apply for an energy bill rebate on some site energy.bill-rebate.com. I just ignored it straight away, no way was I clicking that link.

Got a text from a supposed GOVUK account saying I qualify for a cheaper energy bill through some Energy Bills Support Scheme. They included a link to apply: https://energy.bill-rebate.com. Just a heads up, don’t click it - it’s definitely a scam.

So got a call from someone saying they're doing an energy bill refund. First they wanted to know if Jane was home and asked for an address. Then they moved me to another screen where they actually wanted my bank info. Sounds fishy to me, probably a scam.
