Dodgy call, definitely a scam.

Got a message that looked like a scam. It said something about PayPal: that a new device logged into my account and if it wasn’t me, I should click their so called secure link to "unlock" my account. The link was something like [#]resolve-ppuk[###]. Definitely a dodgy one!
