My phone's been going off non-stop lately; can anyone shed some light on why this might be happening?

I received a missed call from that number listed above, and when I checked the voicemail, it turned out to be a rather peculiar 3-minute recording filled exclusively with the sound of birds tweeting away. Given how odd the number looked, I decided to do a quick Google search to try and uncover who was behind the call... and that's how I ended up here!
