My grandmother had a bit of a situation involving this chap. He managed to assist her under the guise of providing technical support through PAYPAL, but she never gave him the go-ahead to take any money! When we tried to call the number, we were met with a rather unimpressive response: apparently, it was an American on the line who apologetically informed us that the number was currently out of service. Quite the hassle, I must say!
