Without a doubt this was spam. I had the exact same thing happen to me. The woman on the line was so persistent I had no choice but to hang up and then block the number. She just wouldn’t stop!

I couldn’t tell who it was since the line was really bad, sounded like some noisy call centre or something. The caller kept saying they had my number to call back but I’m sure I never gave it to them. I told them I wasn’t interested and ended up saying thanks before trying to end it. They kept asking why I’d changed my mind, which was a bit annoying. In the end, I just hung up - pretty sure it was one of those spam calls!
