I’m now planning to reach out to Phone Pay Plus in hopes of resolving this, although I’m not particularly optimistic about the outcome.

Right then - it appears that the website they send you to for your receipt actually reroutes you to http://payforit.impulsepay.com, which is a sort of intermediary billing service that's ostensibly legitimate yet doesn't actually receive your funds directly. They have a link for your receipt over at http://mobile.wintheprize.uk/
What's quite intriguing is that this domain is registered under Identity Protect Limited, a firm that operates somewhat in the grey area by registering websites on behalf of others, effectively cloaking the true identity of the owner.

Clearly, this is rather suspicious - my initial advice would be to reach out to Trading Standards in Surrey armed with all this information. They might be able to unearth the entity behind this operation and take it further.
