Whenever an unknown number rings me and I'm tempted to find out who it is, I'll pick up but stay silent. Usually, after a second, I hear a quick click and then nothing more. If there's a lot of noise or people talking in the background, I just end the call straightaway. If it was something important, they'll likely leave a voicemail anyway.
