Who on earth are these individuals?

Received a call from this number, and the person on the line insisted on speaking to the one who handles your telecommunication matters. We asked for their identity, but after repeating our question twice, they abruptly hung up. Tried to return the call, but it just rang out endlessly. I'm absolutely tired of these kinds of calls. It's particularly frustrating being a receptionist; it gets rather tiresome, trust me! I've registered with the Telephone Preference Service, yet it seems to have no effect whatsoever.
