I've received credible information suggesting that this is nothing more than a fraudulent scheme. In Oldham, the Trading Standards Office is keen to hear from anyone who receives a call from them. They've advised that you should firmly refuse entry if they try to visit you, even if you've arranged a meeting with them. If this were for real, wouldn't you expect them to have reached out to all the neighbours with the same proposition?
