My mum's phone statement shows she called this number, but she definitely hasn’t. When I tried ringing it back, all I got was some weird noise like a fax machine.

My dad suffers from dementia and somehow ended up dialling this number loads of times. Each call ended up costing him about 40p or so, but when I tried calling back, it just buzzed like a fax machine - no reply at all. I don't get how they can charge him when there’s clearly no one picking up?
