They keep ringing but never say who they've got on the line. Proper annoying!

This number has been ringing me every day for like the past week and a half. I've blocked it now but on the first call I tried calling back because it looked kinda like a number from someone I know. When I called, it said “please hold while we connect you” or something like that, and then I just hung up straight away. It felt really dodgy, but I’m not sure if it’s some scam or just annoying PPI type call.
