His chatter was rather odd, particularly when he started rambling on about "condensation." He mentioned he was calling from somewhere near Durham, yet the number traced back to Budleigh Salterton in Devon. I’m inclined to think this is more likely a scam than a legitimate sales pitch.

I let the phone ring and eventually it went to voicemail but no one replied. I'm pretty sure this is connected to the same caller who uses a nearly identical number ending in "1". They claim to be an energy consultant and ask if you own the property. If you check the reports for 01395 902001, you'll see loads of similar calls. This number (and likely this one too) seems to be from an Irish company selling English local area codes, trying to make it seem like a local call. Also, notice that "9" right after the 01395 - real local numbers don’t have that!
