Just experienced the same situation. Received a call (I'm not subscribed to any voicemail service), so I attempted to return the call. It didn’t connect at all-just silence followed by a disconnection.

I received a call from this number, but they didn’t bother to leave a message. When I attempted to ring them back, it was utterly silent - no ringing whatsoever - and then the line just disconnected. It’s probably one of those pesky PPI scammers or some sort of dodgy marketing nonsense!
