I reckon they use some sort of robot to call loads of phone numbers all at the same time, and when someone picks up, they mark it down for later telemarketing or maybe even a scam. When I answered, it was dead quiet - no buzzing or talking - then they just cut off the call. Pretty dodgy if you ask me.
