In my humble opinion, it would be wise to blacklist this number. I've no clue who’s on the other end, but it seems like a prudent move. They rang me during the wee hours for no apparent reason at all, and when my voicemail picked up, they just cut off without leaving a message. Better to be safe than sorry, I reckon!
