This is the default number that Cheshire West and Chester Council use for outgoing calls, no matter where the officer is ringing from. They really ought to leave a voicemail saying who they are and which number you should ring back. It’s not a spoof call - Cheshire East use the same kind of setup. (I’ve worked for both Cheshire West and Cheshire East Councils btw).

Saw two calls on my phone bill, one lasting 2 seconds and the other 3 seconds, but both charged 39p, no idea who I even called.
