It seems to be part of a nefarious harassment scheme, likely orchestrated by the same individual who also rang me from +351 913532254, which I believe hails from Portugal. The origins of this person remain a mystery. I've taken the liberty of informing the police in Kent about the situation. When confronted, this unsolicited caller was made aware that law enforcement had been notified.
