We often receive dodgy calls from a call centre based in India, claiming to represent Microsoft or Talk Talk. This one seems to be cut from the same cloth. An Indian chap on the line, repeatedly saying, "Hello, hello," as if he's struggling to hear before ultimately hanging up. So far, I've had two such calls in just two days!
