My phone rings but they hang up before I can pick up. What's weird is, how on earth did they get hold of my number in the first place?

I keep getting calls from this number around 11pm but when I pick up there's nobody there. Then when I try calling back, it just tells me the person has hung up. It's really frustrating and they should just stop doing this.
