Who on earth is this? They've been ringing me non-stop!

Received a call on my mobile, and I'm utterly baffled as to how they got my number. I've never shared it with anyone I don’t know, and I always ignore calls from numbers not saved in my contacts. It's utterly futile for them, really. It’s extremely frustrating that I still feel compelled to check my phone every time it rings! I’m completely at a loss as to why the government doesn’t take a harder stance against these pesky nuisance callers. They're encroaching on my privacy and, to be honest, it feels like I’m being stalked! Isn’t that meant to be against the law?
