It’s those scary ones that try to bully you into coughing up cash for some fake problem with your broadband or phone line. The scumbags behind it have worked out that if they leave the line ringing long enough, some sort of answering machine will pick up, proving that the number’s real. So they just fake their number and keep trying. Blocking their numbers doesn’t help a bit.
