I've been looking up this number and noticed that most folks getting calls from 23310 seem to be people who switched from postpaid to prepaid. Same here, I switched my plan from postpaid with Digi to prepaid with Celcom. Maybe there’s an unsettled bill or something left over? Could be why they're ringing. Still, the number does seem a bit dodgy, don't you think?
