I have gone through the messages regarding this specific number in a report. There were two calls on the same day, wherein the callers simply stayed on the line without leaving a message. Although you can hear someone on the other end, they refuse to leave any form of communication. Personally, I never answer calls from unknown or unrecognized numbers. If it is a significant matter, the caller would leave a vital message. However, if there is no message left or if the voicemail suggests that I owe money (which I am certain I don't), then it becomes clear that it's either a scam or an attempt by con artists. It is imperative for the FCC to address these criminals seriously.
