I got a call from the number +90(531)8562778, but I just skipped the (531) bit and tried the other digits. They claimed to be from some Traffic Management Department saying I owed a fine and needed to get in touch about it at https://gov.comsitbntrl.live/PCN, even threatening legal action. Since I don’t even drive, it sounds like a scam to me - unless they've got the wrong contact entirely.
