This number called me and as soon as I picked up, it immediately said something like "thank you, your number is registered" then mentioned someone would contact me soon. I hung up and blocked it straight away.

I got a call from this number, which seems to belong to Numbers Telecom Ltd. The director they list is Ms Ells, based out of Mayfair. It just rings once and then stops, obviously hoping you'll ring back. If you do, you'll end up being charged, and I guess Ms Ells benefits from that, probably funding her fancy lifestyle! I'd suggest reporting it to the ICO so maybe they can step in and sort this out.
