Been trying to figure this out for ages. Turns out this number belongs to some kind of emergency fall alert given by the local council, usually for elderly folk. The alarm they get seems to ring up its main office every so often using this pricey premium number. Really frustrating that something meant to help, and supposedly free from the council, ends up racking up phone bills for people who are probably quite vulnerable.

I've noticed that BT keeps billing me for this number's usage, which seems to crop up a minimum of three times annually. Strangely enough, I've never placed a call to it.
